The Immigration and Refugee Board (IRB) of Canada recognizes several key grounds for persecution that may qualify someone for refugee protection. If you fear returning to your country, your refugee claim may be based on one or more of these:

If you have been targeted, harassed, or punished because of your religious beliefs or practices, this can be a valid basis for a refugee claim. Many people flee countries where changing religions, belonging to a minority faith, or even practicing freely puts them at risk of serious harm.
Example: A person forced to hide their Christian faith in a country where it is banned may qualify for refugee protection.

When governments or groups punish you for speaking out, protesting, or simply holding a political view, you may qualify for refugee protection. This includes journalists, activists, or anyone whose political stance makes them a target for persecution.
Example: A journalist jailed for criticizing government corruption may have a strong refugee claim under political opinion.

This is a broad category often central to refugee applications. It can include women fleeing gender-based violence, members of the LGBTQ+ community facing persecution, or other marginalized groups who are mistreated simply for being who they are.
Example: A woman at risk of forced marriage, or an LGBTQ+ individual targeted by laws criminalizing same-sex relationships, may both qualify for refugee protection under this category.

Discrimination, violence, or exclusion because of your race, skin color, or ethnic origin is one of the oldest and most recognized reasons for refugee claims. Canada provides refugee protection to people who cannot live safely in their home country due to racial or ethnic targeting.
Example: An ethnic minority group being attacked by militias could support a refugee application based on ethnicity.

Being denied basic rights because of your nationality, or being left stateless with no citizenship anywhere, can also lead to a strong refugee claim. Canada recognizes that lack of legal protection or identity can place someone at high risk of persecution.
Example: A stateless person born in a country that refuses to recognize them as a citizen may seek refugee status in Canada.
